Chapter I
General Provisions
Section 1. This law lays down procedures for the European Parliament elections in the Republic of Latvia.
Section 2. (1) in the Republic of Latvia the right to vote in the European Parliament are:
1) a citizen of Latvia;
2) The European Union citizen, who is not a Latvian citizen, but who reside in the Republic of Latvia.
(2) The right to vote is the person on election day reached 18 years of age, where knowledge of these persons are included in the electoral register in Latvia, and if the person is not one of this Law referred to in Article 3 restrictions.
Section 3. In the Republic of Latvia to vote in European Parliament is not the right person:
1) who lawfully recognized as incapacitated;
2) (deleted by 30.10.2008. Law);
3) do not have the right to vote in the European Union Member State whose nationality they are.
Section 4. (1) in the Republic of Latvia the right to stand for elections to the European Parliament are:
1) a citizen of Latvia;
2) The European Union citizen, who is not a Latvian citizen, but who reside in the Republic of Latvia.
(2) The right to stand as a candidate is a person on election day reached the age of 21, if the information on this person are included in the electoral register in Latvia, and if the person is not one of this Law, in article 5 above restrictions.
5. (1) the European Parliament elections can not apply for the candidates and the European Parliament can not elect a person in the Republic of Latvia:
1) have been legally declared incapacitated;
2) serving a custodial sentence;
3) been convicted of serious or especially serious crimes and that conviction has not been canceled or removed, except where the person has been rehabilitated;

(2) the European Parliament elections in the Republic of Latvia can not apply for the candidates and the European Parliament shall be elected on the Union citizen, who is not eligible to stand and stand in the European Union Member State of which he is.
Section 6. (1) Where a European Union citizen, voting or standing as candidates in European Parliament elections in another European Union country, he loses in the Republic of Latvia for the right to vote or stand for election and be elected to the European Parliament.
(2) If a European Union citizen who is not a citizen of Latvia, the European Parliament elections to exercise his voting rights in the Republic of Latvia, to him personally or by mail no later than 30 days before the elections the Central Electoral Commission to submit an application for a desire to vote in the Republic of Latvia and to use the voting rights of another European Union Member State.
(3) An application containing the following information:
1) the name, address;
2) personal number (if any);
3) nationality (citizenship);
4) information on the identity document (document type, number and series, issue date, expiration date, issuing and issuing);
5) residence in the Republic of Latvia;
6) address to a foreign country to which kinds of documents postal vote, if it wishes to vote by mail;
7) electoral districts in the Union, where a person has so far been recorded in the electoral roll, if such a record has been;
determination to exercise their right to vote only in the Republic of Latvia.
(4) The Central Electoral Commission shall examine the person's application for a desire to vote in the Republic of Latvia and inform people about the decision. If the person refused membership ballot, the Central Election Commission's decision can be challenged in court the Administrative Procedure Law.
(5) The Central Election Commission is empowered to verify the person's home country, or the persons entitled to vote in European Parliament is not limited.
(6) The Central Election Commission shall provide the necessary information about the citizen of Latvia to the European Union Member State where he wants the elections to exercise their voting rights if such information is requested by the European Union.
Section 7. The President, the Saeima, the Cabinet member, to city councils, district councils, district council or parish council members may be arranged for candidates in European Parliament elections, but if the person is elected, it is losing public office, as well as the parliamentary mandate.
Section 8. The Republic of Latvia is one electoral district.
Chapter II
Candidate list
9. (1) A candidate list may be submitted to:
1) in the Republic of Latvia registered a political organization (the lot);
2) in the Republic of Latvia registered political organizations (parties) are required.
(2) List of candidates presented to the Central Electoral Commission. List of candidates by a person authorized by the political organizations (parties) or political organizations (parties) authority associations.
(3) may submit lists of candidates, from the Eighties, the day before polling day. Last date for submission of candidates list is a sixty-fifth day before polling day.
Section 10. (1) A candidate list of each candidate's name, surname, personal identification number (if any), year of birth, nationality, place of residence (region or republic city), education and jobs.
(2) The list of candidates applied for the number to be no more than twice the number of elected members.
(3) One and the same candidate may apply for only one name in the list of candidates. If any candidate is submitted different name on their lists of candidates, his candidacy deleted all the lists of candidates.
(4) a list of candidates for the title with:
1) the political organization (party) name, if the list of candidates submitted to a political organization (the lot);
2) the political organization (party) name of association, if the list of candidates submitted to political organizations (parties) are required.
(5) list of candidates and accompanying documents (Article 11) must be prepared in the language of the country and the Central Election Commission in the order.
Section 11. (1) attached to the list of candidates for the following documents:
1) each candidate's list of nominees for the signed statement that he agrees to stand in the elections, even in another European Union country, and shares your personal data, which is to be made in accordance with the requirements of the law;
2) all candidates included in the list of candidates signed the pre-program, which amount does not exceed the 4000 font;
3) each candidate's list of nominees for the signed declaration that he meets the requirements of Article 4 of this Law, and he can not be covered in Article 5 of this Law have the same limitations. With regard to European Union citizens who are not citizens of Latvia, the list of candidates applying, that the candidate has not been deprived of the right to stand for elections to the European Parliament in the European Union Member State or that such prohibition is not known;
4) each candidate's list of nominees for the signing information, which specifies the following information about the candidates:
a) name, surname, year of birth, sex,
b) identity number or the voter's code,
c) nationality;
d) place of residence (district or city republics)
e) the workplace,
f) an educational institution and finished the year, obtained an education degree and in what specialty,
g) whether he is or was the USSR, Latvian SSR or foreign state security, intelligence or counterintelligence services of staff,
h) whether he has or has not cooperated with the USSR or Latvian SSR State Security, intelligence or counterintelligence services as these services are non-employee, agent, or conspiracy, the apartment resident holder,
i) or after 1991 January 13, he has or has not worked PSKP (LCA), the Latvian SSR Darbaļaužu International Front, corporate joint council, and the work of War Veterans Organization, All-Latvia Salvation Committee or its regional committees.
(2) If a candidate wants the candidate list shall be accompanied by such information in his signature:
1) posts (including posts in associations, trade unions, political, religious and other social organizations);
2) marital status;
3) English and other European Union official language skills, self-evaluation.
Section 12. (1) The Central Electoral Commission registers only those candidate lists, which are contributed by the Central Election Commission in deposit 1000 latu security.
(2) the Bank paying the security issue a document stating the name of the candidate list of the security, and paying contributions to the date. This document is submitted to the Central Electoral Commission.
(3) The security on the list of candidates from which the respective elections to the European Parliament elected in at least one member, returned to the payer.
(4) The security on the list of candidates from which the respective elections to the European Parliament are not elected to any Member, Central Election Commission paid to the state budget.
Section 13. (1) Not later than 50 days before election day Central Election Commission shall be sent by other European Union Member States' competent authorities of the European Union lists of citizens who are registered in the Republic of Latvia as a candidate.
(2) Not later than 19 days before election day Central Election Commission shall be sent to other European Union Member States, the European Union lists of citizens who are registered in the Republic of Latvia as voters.
(3) The central election commission has received from other European Union Member States, candidate lists, verify whether any of the other European Union Member State, the registered candidates are not registered as a candidate in the Republic of Latvia. If someone from another European Union country to registered candidates registered as a candidate in the Republic of Latvia, the Central Election Commission of such persons shall be deleted from the list of candidates.
(4) If the Central Electoral Commission receives from another member of the European Union, information that the Republic of Latvia registered voter logged in to vote in another European Union country, it is endorsed the electoral register.
Section 14. (1) The Central Electoral Commission will examine the lists of candidates and decide for each list of candidates registered. List of candidates to be submitted, in accordance with this Law, are registered with the Central Electoral Commission, and the list of candidates shall be informed of the decision.
(2) Membership lists of candidates may not be withdrawn, and amendments thereto may be made only in the Central Electoral Commission of any of the following ways:
1) deleting the proposed candidate, if it finds that:
a) the person is not entitled to stand in European Parliament elections,
b) one and the same applied for the different name on their lists of candidates or the candidates have applied for listing in another European Union country,
c) the candidate is dead;
2) making technical corrections.
(3) The candidate shall be removed from the list of candidates on the basis of the relevant public authority or a certified court order. The fact that the candidate:
1) is not a citizen of the European Union - has confirmed its commitment to European Union Member State competent authority of a national candidate pose (in the Republic of Latvia - Citizenship and Migration Affairs);
2) for another member of the European Union in the list of candidates in the election, - has confirmed the European Union, the competent authority;
3) is not entitled to stand for the European Union Member State of which he is - has confirmed the European Union, the competent authority;
4) properly recognized as incapacitated - evidenced by Citizenship and Migration Affairs Department;
5) serving a custodial sentence or have been convicted of serious or very serious crime and the conviction has not been canceled or removed - has confirmed the Interior Ministry's Information Center;

(4) In the third paragraph to the Latvian public administration institutions relevant particulars in writing free of charge to the Central Electoral Commission to be submitted within five days after its receipt of the request.
(5) If the Central Election Commission of information that the nominations have no right to stand in elections to receive at a later date than the fiftieth day before the election and it is not possible to produce a new list of candidates of the election signs, voters issued the list of candidates this election marks the candidate's name and surname. Section 15. (1) The Central Electoral Commission are numbered lists of candidates, identifying their lot numbers. The draw takes place the list in order of registration.

(3) Electoral mark indicates:
1) List the number of candidates;

Section 16. The Central Election Commission shall ensure that, no later than 20 days before election day newspaper in Latvia "is published in the following information:
1) pre-program;
2) all lists of candidates and others in this Act referred to the particulars of the candidates, except candidates' personal code.
Chapter III
Election rules
Section 17. At least 10 days before election day at each polling station should be available this Law referred to in Article 16, except for a candidate personal code.
Section 18. Elections are held every five years, the first Saturday from 7 am until 10 o'clock at night in their deliberations.

Section 19. Starting with the opening of the electoral precinct, precinct election commission secretary, or - in his absence - other precinct election commission chairman authorized member of the Commission writes election protocol running the Central Election Commission in the order.

Section 21. Election time, the electoral arrangements for the premises monitored by precinct election commission chairman. Section 22. (1) A voter, on production of the Republic of Latvia by a valid identity card, will vote at the polling station, a voter list, he is registered.
(2) A voter may only vote in person, with the exception of this law as provided in Article 25.
Section 23. (1) Voting in elections is by secret ballot.

Section 25. If the physical deficiencies in voter can not vote in the electoral roll or to sign the voter's presence after his election marks the instructions plotted out the electoral roll or voter's signature in a family member or any other person to whom a voter or a voter can trust has appointed. About the electoral roll is made the mark. Such a person may not be relevant precinct election commission member.
Section 26. On election day at 10 o'clock at night election signs may refer to only those voters who come to the premises before the election 10 o'clock at night. After that election the area are closed.
Section 27. A complaint about the conduct of the elections voter election precinct may be submitted to the President, and is registered in the electoral process protocol. Any complaint about the conduct of the elections shall examine and give response to the complainant, but the content of complaints recorded in the electoral process protocol.
Chapter IV
Exceptions to the general voting procedure
Section 28. (1) If the voter's state of health reasons can not attend the premises of the election, precinct election commission on the basis of the voter or his authorized person's written submission, which established a special journal, organize voter's voting location, providing aizklātību.

Section 31. (1) If a voter on election day will not be able to vote in their electoral district, he may vote in advance, three days before the general election date of arrival in the electoral district, which list is established. Section 32. (1) Voters who are resident abroad, may take part in elections, voting by mail.

(5) Circuit for the postal commission shall examine the applications it received no later than 30 days before the election.
(6) Upon receipt of the applications, the District Commission for a vote by mail:
1) check whether the applicant is a voter who has not yet been registered in the vote by mail;
2) make a mark on the electoral register of persons to apply to participate in the elections, a vote by mail;
3) Not later than 24 days before the election day voter shall send by registered mail to the address indicated in the application of all the proposed list of candidates election marks the precinct commission vote by mail election stamp stamped envelope, the envelope and registration information on the arrangements for making voting, indicating the serial number by which the voter registration list of voters voting by mail, and election precinct address to which the envelope sent to the election.

32. Article 1. (1) Persons who as a security agent suitable for arrest or who izcieš with a custodial sentence, may participate in elections, voting by mail.
(2) An application for a vote by mail voter precinct committee vote sends by mail no later than 20 days before polling day. The application for a voter shall indicate his name, identity number and address to which sent election materials.
(3) Circuit panel voting by mail shall consider applications received by it no later than 15 days before the election.
(4) Upon receipt of the applications, the District Commission for a vote by mail:
1) check whether the applicant is a voter who has not yet been registered in the vote by mail;
2) make a mark on the electoral register of persons to apply to participate in elections, voting by mail;
3) Not later than 12 days before the election day voter shall send by registered mail to the address indicated in the application of all the proposed list of candidates election marks the precinct commission vote by mail election stamp stamped envelope, the envelope and registration information on the voting procedure, indicating the serial number of the a voter registered in the electoral roll vote by mail, and election precinct address to which the envelope sent to the election.
(5) If the applicant nokavējis in the third paragraph of the deadline or not a voter precinct election commission shall adopt a reasoned decision on the refusal to send the election documents. This decision shall be sent by registered mail to his address.

Section 33. (1) A voter who received the documents by mail vote, the election shall designate the mark, which corresponds to the list of candidates for whom he voted, if they wish, make it this Law referred to in Article 24, be placed in the election and sign the election envelope sealed envelope.

V nodaļa
Balsu skaitīšana un vēlēšanu rezultātu noteikšana
34.pants. (1) Balsu skaitīšana sākas tūlīt pēc vēlēšanu iecirkņa slēgšanas. Skaitīšanu izdara iecirkņa komisijas atklātā sēdē.
(2) Netraucējot komisijas darbu, sēdē vienlaikus var būt klāt ne vairāk kā divi pilnvaroti novērotāji no katras politiskās organizācijas (partijas) vai politisko organizāciju (partiju) apvienības, kas attiecīgajām vēlēšanām ir iesniegušas kandidātu sarakstu, kā arī Centrālās vēlēšanu komisijas un attiecīgā rajona vēlēšanu komisijas locekļi un šo komisiju pilnvarotas personas, attiecīgās pilsētas, novada vai pagasta vēlēšanu komisijas locekļi, žurnālisti.
35.pants. Tūlīt pēc vēlēšanu iecirkņa slēgšanas Centrālās vēlēšanu komisijas noteiktajā kārtībā vēlēšanu iecirkņa komisija aizzīmogo vēlēšanu kastes, slēdz vēlētāju sarakstus un sagatavo telpu balsu skaitīšanai. Balsošanā neizmantotie vēlēšanu materiāli iesaiņojami vai novietojami tā, lai tie netraucētu balsu skaitīšanu.
36.pants. (1) Par balsu skaitīšanu vēlēšanu iecirkņa komisija raksta balsu skaitīšanas protokolu divos eksemplāros. Pilnvarotajiem novērotājiem pēc balsu skaitīšanas pabeigšanas arī ir tiesības iepazīties ar balsu skaitīšanas protokolu. Balsu skaitīšanas protokols sastāv no divām daļām:
1) iepriekšējā balsu skaitīšana (turpmāk — balsu skaitīšanas protokola pirmā daļa);
2) balsu skaitīšanas galīgie rezultāti (turpmāk — balsu skaitīšanas protokola otrā daļa).
(2) Pirms vēlēšanu kastes tiek atvērtas, vēlēšanu iecirkņa komisija balsu skaitīšanas protokola pirmajā daļā ieraksta ziņas par saņemtajām, izlietotajām un pāri palikušajām vēlēšanu aploksnēm, balsotāju skaitu iecirknī un vēlētāju atrašanās vietās. Balsošanā neizmantotās apzīmogotās vēlēšanu aploksnes dzēš.
(3) Pēc šā panta otrajā daļā minēto ziņu ierakstīšanas balsu skaitīšanas protokola pirmajā daļā un balsu skaitīšanā neizmantoto materiālu un vēlēšanu aplokšņu iesaiņošanas atver vēlēšanu kastes. Vēlēšanu kastes atver pa vienai un saskaita vēlēšanu aploksnes.
(4) No katras vēlēšanu kastes izņemtās vēlēšanu aploksnes, tās neatverot, sašķirojamas derīgajās un nederīgajās vēlēšanu aploksnēs.
(5) Par nederīgām uzskatāmas saplēstas vēlēšanu aploksnes un tās vēlēšanu aploksnes, kuras nav apzīmogotas ar attiecīgās vēlēšanu iecirkņa komisijas zīmogu.
(6) Nederīgās vēlēšanu aploksnes saskaita un neatvērtas iesaiņo, norādot, ka sainī atrodas nederīgās vēlēšanu aploksnes, kā arī to skaitu. Nederīgo vēlēšanu aplokšņu kopskaits ierakstāms balsu skaitīšanas protokola pirmajā daļā.
(7) No katras vēlēšanu kastes izņemto derīgo vēlēšanu aplokšņu skaitam jābūt vienādam ar attiecīgo vēlētāju skaitu vai mazākam par to.
(8) Ja vēlēšanu kastē ir vēlēšanu zīmes, kas neatrodas vēlēšanu aploksnēs, tās dzēšamas un iesaiņojamas Centrālās vēlēšanu komisijas noteiktajā kārtībā.
37.pants. (1) Pēc derīgo vēlēšanu aplokšņu saskaitīšanas tās atver un vienlaikus konstatē to saturu:
1) aploksnē ir viena attiecīgā apgabala vēlēšanu zīme;
2) aploksnē ir vairāk par vienu vēlēšanu zīmi;
3) aploksnē ir cita apgabala vēlēšanu zīme;
4) aploksnē ir saplēsta vēlēšanu zīme;
5) aploksnē nav vēlēšanu zīmes.
(2) Aploksnes, kurās atradās pa vienai attiecīgā apgabala vēlēšanu zīmei, pēc zīmju izņemšanas nav jāsaglabā. Vēlēšanu zīmes no šīm aploksnēm novieto vienkopus skaitīšanai.
(3) Tukšās vēlēšanu aploksnes, kā arī vēlēšanu aploksnes, kurās atradās vairāk par vienu vēlēšanu zīmi vai saplēsta vēlēšanu zīme, vai cita apgabala vēlēšanu zīme, kopā ar to saturu novietojamas atsevišķi.
38.pants. (1) Pēc tam, kad atvērtas visas derīgās vēlēšanu aploksnes, iecirkņa komisija lemj par to vēlēšanu zīmju derīgumu, kuras atradās vēlēšanu aploksnēs ar vairākām vēlēšanu zīmēm, saplēstām vēlēšanu zīmēm un cita apgabala vēlēšanu zīmēm.
(2) Ja vēlēšanu aploksnē ir vairākas pilnīgi vienādas vēlēšanu zīmes, par derīgu atzīstama un skaitīšanai pie derīgajām vēlēšanu zīmēm pievienojama viena no tām, bet pārējās atzīstamas par nederīgām.
(3) Par vēlēšanu aploksnēm bez derīgām vēlēšanu zīmēm uzskatāmas aploksnes, kurās ir saplēstas vēlēšanu zīmes, kā arī tukšās vēlēšanu aploksnes.
(4) Ja vēlēšanu aploksnē ir vairāk par vienu vēlēšanu zīmi, turklāt vēlēšanu zīmes nav vienādas pēc satura (arī pēc izdarītajām atzīmēm), tā atzīstama par aploksni bez derīgas vēlēšanu zīmes.
(5) Domstarpības par vēlēšanu zīmju derīgumu vēlēšanu iecirkņa komisija izšķir ar balsu vairākumu. Balsīm sadaloties vienādi, izšķirošā ir komisijas priekšsēdētāja balss.
(6) Derīgās vēlēšanu zīmes Centrālās vēlēšanu komisijas noteiktajā kārtībā sagrupē pēc kandidātu sarakstu nosaukumiem. Pēc tam saskaita par katru kandidātu sarakstu nodotās balsis.
(7) Par katru kandidātu sarakstu nodoto balsu skaits ierakstāms balsu skaitīšanas protokolā. Informācija par katru kandidātu sarakstu nodoto balsu skaitu sniedzama Centrālās vēlēšanu komisijas noteiktajā kārtībā.
39.pants. (1) Pēc iepriekšējās balsu skaitīšanas iecirkņa komisija paraksta balsu skaitīšanas protokola pirmo daļu un pirms pārtraukuma izsludināšanas vienā sainī iesaiņo:
1) visas nodotās derīgās vēlēšanu zīmes;
2) visas vēlēšanu aploksnes ar nederīgajām vēlēšanu zīmēm;
3) vienu balsu skaitīšanas protokola eksemplāru;
4) balsotāju sarakstus.
(2) Saini aizzīmogo ar iecirkņa komisijas zīmogu. Klātesošajiem pilnvarotajiem novērotājiem arī ir tiesības aizzīmogot šo saini ar saviem zīmogiem vai parakstīties uz tā, par ko izdarāma atsauce vēlēšanu gaitas protokolā.
(3) Iesaiņotie vēlēšanu materiāli pārtraukuma laikā atstājami policijas vai Zemessardzes uzraudzībā.
40.pants. (1) Atsākot darbu pēc pārtraukuma, iecirkņa komisija atklātā sēdē Centrālās vēlēšanu komisijas noteiktajā kārtībā:
1) atkārtoti saskaita derīgās vēlēšanu zīmes;
2) atkārtoti saskaita katra saraksta vēlēšanu zīmes;
3) katra saraksta vēlēšanu zīmes sadala divās grupās — grozītās un negrozītās vēlēšanu zīmes. Par grozītām uzskatāmas vēlēšanu zīmes, kurās vēlētājs pretī kāda kandidāta uzvārdam tam paredzētajā vietā izdarījis atzīmi “+” vai svītrojis kandidāta vārdu vai uzvārdu. Pārējās vēlēšanu zīmes uzskatāmas par negrozītām;
4) attiecībā uz katru kandidātu saskaita grozītās vēlēšanu zīmes, kurās:
a) pretī viņa uzvārdam atzīmei paredzētajā vietā izdarīta atzīme “+”,
b) viņa vārds vai uzvārds svītrots.
(2) Balsu skaitīšanas galīgos rezultātus iecirkņa komisija atzīmē balsu skaitīšanas protokola otrajā daļā.
(3)Domstarpības par vēlētāju izdarītajām atzīmēm vēlēšanu zīmēs vēlēšanu iecirkņa komisija izšķir ar balsu vairākumu. Balsu skaitam sadaloties vienādi, izšķirošā ir vēlēšanu iecirkņa komisijas priekšsēdētāja balss.
41.pants. (1) Vēlēšanu iecirknī balsošanai pa pastu un iecirkņos, kuri organizē balsošanu vēlētāja atrašanās vietā, pirms balsu skaitīšanas uzsākšanas nosakāms saņemto reģistrācijas aplokšņu derīgums.
(2) Par derīgām uzskatāmas reģistrācijas aploksnes, kuras saņemtas no balsotāju sarakstā ierakstītajiem vēlētājiem, kas nav nobalsojuši personiski savā vēlēšanu iecirknī. Par nederīgām uzskatāmas reģistrācijas aploksnes:
1) kuras balsošanā pa pastu atsūtījušas personas, kas nav reģistrētas vēlētāju sarakstā;
2) kuras balsošanā pa pastu atsūtījuši vēlētāji, kas vēlēšanu vai iepriekšējās balsošanas dienā ieradušies savā vēlēšanu iecirknī un nolieguši, ka balsojuši pa pastu;
3) uz kurām nav norādīts vēlētāja vārds, uzvārds un kārtas numurs sarakstā balsošanai pa pastu;
4) kuras saņemtas pēc balsu skaitīšanas uzsākšanas attiecīgajā vēlēšanu iecirknī;
5) kuras iesnieguši vēlētāji, kas vēlēšanu vai iepriekšējās balsošanas dienā nobalsojuši savā vēlēšanu iecirknī.
(3) Ja viens un tas pats vēlētājs pa pastu atsūtījis vai balsošanā vēlētāja atrašanās vietā iesniedzis vairākas reģistrācijas aploksnes, vēlēšanu iecirkņa komisija neatver nevienu no tām.
(4) Šā panta otrajā un trešajā daļā minētās reģistrācijas aploksnes tiek reģistrētas un uzglabātas Centrālās vēlēšanu komisijas noteiktajā kārtībā.
42.pants. Pēc balsu saskaitīšanas un balsu skaitīšanas protokola pabeigšanas visas nodotās derīgās vēlēšanu zīmes, kā arī nederīgās vēlēšanu zīmes kopā ar vēlēšanu aploksnēm, neizlietotās apzīmogotās un nederīgās vēlēšanu aploksnes un viens iecirkņa komisijas balsu skaitīšanas protokola eksemplārs iesaiņojams un aizzīmogojams. Klātesošajiem pilnvarotajiem novērotājiem arī ir tiesības aizzīmogot šo saini ar saviem zīmogiem vai parakstīties uz tā, par ko izdarāma atsauce vēlēšanu gaitas protokolā. Atsevišķi iesaiņojamas neizmantotās neapzīmogotās vēlēšanu aploksnes. Pēc tam Centrālās vēlēšanu komisijas noteiktajā kārtībā iecirkņa komisija nosūta vēlēšanu materiālus rajona (republikas pilsētas) vēlēšanu komisijai.
43.pants. Rajonu (republikas pilsētu) vēlēšanu komisijas saņem un saskaita visu to teritorijā esošo vēlēšanu iecirkņu balsu skaitīšanas rezultātus pēc balsu skaitīšanas protokoliem un vēlēšanu materiālus kopā ar savu balsu skaitīšanas protokolu nosūta Centrālajai vēlēšanu komisijai tās noteiktajā kārtībā.
44.pants. (1) Ievēlētos deputātus nosaka Centrālā vēlēšanu komisija. Deputātu vietu sadalē nepiedalās tie kandidātu saraksti, kuri saņēmuši mazāk par pieciem procentiem no nodoto balsu kopskaita. Par nodoto balsu kopskaitu (vēlēšanās piedalījušos vēlētāju kopskaitu) uzskatāms derīgo vēlēšanu aplokšņu kopskaits.
(2) Lai sadalītu Eiropas Parlamenta deputātu vietas starp pārējiem pieteiktajiem kandidātu sarakstiem, piemēro šādu kārtību:
1) nosaka par katru kandidātu sarakstu nodoto derīgo vēlēšanu zīmju skaitu;
2) par katru kandidātu sarakstu nodoto vēlēšanu zīmju skaitu dala secīgi ar 1, 3, 5, 7 un tā tālāk, līdz dalījumu skaits ir vienāds ar kandidātu sarakstā pieteikto kandidātu skaitu;
3) visus iegūtos dalījumus par visiem kandidātu sarakstiem sanumurē kopējā dilstošā secībā;
4) deputātu vietas secīgi saņem tie kandidātu saraksti, kuriem atbilst lielākie dalījumi. Ja dalījums, kura kārtas numurs ir vienāds ar ievēlējamo deputātu skaitu, ir vienāds ar vienu vai vairākiem nākamajiem dalījumiem, deputāta vietu saņem kandidātu saraksts, kurš reģistrēts pirmais.
45.pants. Katrā kandidātu sarakstā pieteiktie kandidāti sarindojami pēc saņemto balsu skaita. Par kandidātu nodoto balsu skaits ir vienāds ar balsu skaitu, kas nodots par kandidātu sarakstu, kurā minēts šis kandidāts, atņemot to vēlēšanu zīmju skaitu, kurās šā kandidāta vārds vai uzvārds ir svītrots, un pieskaitot to vēlēšanu zīmju skaitu, kurās vēlētāji pretī šā kandidāta uzvārdam ir izdarījuši atzīmi “+”. Ja par diviem vai vairākiem viena kandidātu saraksta kandidātiem nodots vienāds balsu skaits, viņi savstarpēji sarindojami kandidātu saraksta iesniedzēju paredzētajā secībā. Ievēlēti ir tie kandidāti, kuri saņēmuši lielāko balsu skaitu, bet atlikušie ieskaitāmi kandidātos tādā secībā, kādā viņi sarindojas atbilstoši balsu skaitam, kas nodots par viņiem.
46.pants. Ja ievēlētais Eiropas Parlamenta deputāts miris, atteicies vai citu iemeslu dēļ zaudējis vai nolicis savu mandātu, viņa vietā stājas nākamais kandidāts no tā paša kandidātu saraksta, no kura bija ievēlēts iepriekšējais deputāts.
47.pants. Ja šā likuma 46.pantā minēto iemeslu dēļ kādā kandidātu sarakstā pietrūkst kandidātu, šā likuma 44.panta kārtībā nosakāms, no kura kandidātu saraksta izraugāms nākamais deputāts.

Nobeiguma noteikumi
48.pants. (1) Galīgie vēlēšanu rezultāti, arī rezultāti par katra kandidātu saraksta katra kandidāta saņemto balsu skaitu katrā vēlēšanu iecirknī, sešu mēnešu laikā apkopojami un publicējami atsevišķā izdevumā, kas ir brīvi pieejams valsts bibliotēkās.
(2) Kandidējušo un ievēlēto personu saraksti divu mēnešu laikā pēc vēlēšanu rezultātu paziņošanas apkopojami un nosūtāmi Eiropas Parlamentam.
49.pants. Pēc vēlēšanu rezultātu publicēšanas šā likuma 48.panta pirmajā daļā noteiktajā kārtībā vēlēšanu komisiju balsu skaitīšanas protokoli un vēlētāju saraksti nododami Latvijas Valsts arhīvā.
50.pants. Kandidātu saraksta iesniedzējam, kā arī pieteiktajiem kandidātiem ir tiesības septiņu dienu laikā no vēlēšanu komisijas lēmuma pieņemšanas dienas pārsūdzēt šo lēmumu tiesā Administratīvā procesa likumā noteiktajā kārtībā.
51.pants. Personas, kuras ar vardarbību, viltu, draudiem, uzpirkšanu vai citā prettiesiskā veidā kavē vēlētājus piedalīties vēlēšanās vai kavē aģitācijas veikšanu, vai vienās vēlēšanās balsojušas vai kandidējušas vairākkārt, vai apzināti sniegušas par sevi nepatiesas ziņas šā likuma 11.pantā minētajos dokumentos, vai citādi viltojušas vēlēšanu dokumentus, vai apzināti nepareizi skaitījušas balsis, vai nav ievērojušas balsošanas noslēpumu, vai citādi pārkāpušas šo likumu, saucamas pie normatīvajos aktos paredzētās atbildības.
52.pants. Ar vēlēšanu sagatavošanu un norisi saistītie izdevumi tiek segti no Centrālajai vēlēšanu komisijai piešķirtajiem valsts budžeta līdzekļiem.
Pārejas noteikums
Čehijas Republikas, Igaunijas Republikas, Kipras Republikas, Lietuvas Republikas, Maltas Republikas, Polijas Republikas, Slovākijas Republikas, Slovēnijas Republikas un Ungārijas Republikas pilsoņi var tikt reģistrēti kā vēlētāji vai kandidāti 2004.gada Eiropas Parlamenta vēlēšanās Latvijas Republikā. Ja kāda no šīm valstīm vēlēšanu dienā nav kļuvusi par Eiropas Savienības dalībvalsti, tās pilsoņi — vēlētāji — tiek svītroti no vēlētāju saraksta (reģistra) un kandidāti — no kandidātu saraksta.
